ELKTON, Md. — A months-long drug trafficking investigation has led to the arrests of two Cecil County men and the seizure of approximately five kilograms of cocaine, along with methamphetamine and a handgun, according to the Maryland State Police.

Authorities allege that Kevin Purnell Johnson, 42, and Tony Alexander Griffin, 41, operated a cocaine distribution network throughout Cecil County, using multiple homes and a storage unit across the Delaware state line to store and conceal illegal narcotics.

Both men face multiple felony drug charges. Following their initial court appearances before a Cecil County District Court commissioner, they were ordered held without bail at the Cecil County Detention Center.

The investigation began in March 2026, when members of the Maryland State Police Strategic Operations Group–North partnered with the Elkton PoliceDepartment Street Level Crimes Unit to investigate suspected cocaine trafficking in the county.

As investigators gathered evidence, they identified what police described as a pattern of criminal activity and obtained search warrants for three Cecil County residences, a vehicle, and a storage unit in Delaware.

Because the investigation crossed state lines, Maryland authorities worked alongside the FBI’s Delaware Violent Crime and Safe Streets Task Force and the Delaware State Police Troop 2 Governor’s Task Force to execute the Delaware search warrant.

According to investigators, the searches resulted in the seizure of:

  • Approximately 5 kilograms (5,599.3 grams) of compressed cocaine
  • 44.56 grams of crystal methamphetamine
  • One 9mm polymer semi-automatic pistol

On the evening of July 10, members of the Maryland State Police Strategic Operations Group–North, the Cecil County Drug Task Force, the ElktonPolice Department, and troopers from the North East Barrack arrested Johnson and Griffin without incident.

Maryland State Police said the operation received support through the Maryland Criminal Intelligence Network (MCIN), a statewide intelligence-sharing initiative funded in part by the Governor’s Office of Crime Prevention and Policy, which assists law enforcement agencies in identifying and disrupting organized criminal activity.

Authorities say the investigation remains active, and additional developments are possible as detectives continue examining the alleged drug trafficking operation.
