Officials need help identifying scammer who took advantage of elderly Harford Co. woman

(July 25, 2025) Yesterday, after receiving a call from an elderly resident who had just been scammed, the Harford County Sheriff’s Office shared a picture of a man they need help identifying.  According to the Sheriff’s Office, “Not all scams happen over the phone or internet; some are in person and target the elderly.”

Background: On July 20, in the 1800 block of Glen Cove Road in Darlington, an elderly female was pressured to have her driveway repaired after an unknown male solicitor showed up unexpectedly and offered to fix the cracks. When the homeowner declined the service, the male became aggressive and demanded she allow him to make repairs.

The elderly female victim was alone and nervous, and the subject continued to pressure her relentlessly. She reluctantly agreed to the cost he proposed; however, after the repairs were completed, he demanded that she pay significantly more than what they had initially agreed.

This scam forces victims to overpay under pressure. Legitimate companies may solicit business from you unexpectedly; however, none will demand that you allow them to complete work immediately and demand payment. If this happens to you, please contact the local authorities immediately.

The Harford County Sheriff’s Office is seeking the following bits of assistance from the community:

  1. If you recognize this subject or know of a similar incident that was not reported yet, please call the Northern Precinct at (410) 692-7880.
  2. Please share this incident with elderly family and friends and make them aware of high-pressure scams like this. Scammers often use high-pressure tactics that make victims feel rushed, nervous, and fearful.
  3. Don’t judge this victim. YES people fall for scams, YES they’re often elderly and YES scams like this still happen.
  4. Lastly, encourage victims to call you, the police, or someone they trust when something suspicious happens.
