‘Prolific’ Harford County shoplifter arrested and being held without bond
An Abingdon woman has been arrested after racking up more than $5,000 worth of stolen merchandise from Harford County businesses over just two months. Jessica Hubbard, 28, was taken into custody on January 24, 2026, after a lengthy investigation spanning late 2024 and much of 2025. During that time, she was arrested and charged multiple times but was often released with little or no bail, with several cases resulting in only court summonses.
Hubbard’s spree of thefts—spanning various locations—had been an ongoing issue for local retailers, who were among the multiple victims. After a meticulous investigation, detectives charged her with Organized Retail Theft Scheme, alongside additional charges. Hubbard is now being held at the Harford County Detention Center without bond.
