On May 22, 2025, the U.S. House of Representatives passed Donald Trump’s sweeping tax and spending bill, dubbed the “Big, Beautiful Bill,” by a 215-214 vote.  The legislation, a cornerstone of Trump’s second-term agenda, includes major tax reforms, significant cuts to social programs, and aggressive immigration enforcement funding.

Although the House passed the “One Big Beautiful Bill Act” early Thursday morning by a single vote, Democrats are slamming the bill as “ugly” and “as benefiting the rich while hurting low-income people,” according to ABC News

“This is not one big, beautiful bill. It’s ugly,” Senate Minority Leader Chuck Schumer wrote in a post on X on Thursday morning. “There’s nothing beautiful about stripping away people’s healthcare, forcing kids to go hungry, denying communities the resources they need, and increasing poverty,” the New York Democrat said.

Trump’s tax bill now heads to the Senate, where it faces significant challenges in the Senate due to a combination of fiscal, ideological, and political concerns:

  • Deficit and Debt Concerns:  Several Senate Republicans, including Sen. Rand Paul and Sen. Ron Johnson, have voiced strong opposition to the bill’s projected impact on the national debt. The legislation is estimated to add between $3.3 and $4 trillion to the deficit over the next decade.  Johnson likened the bill to a “trip to Disney World” the country can’t afford, demanding deeper spending cuts.
  • Medicaid Cuts:  The bill includes over $700 billion in Medicaid cuts, which could leave more than 7 million people uninsured. Moderate Republicans like Sens. Lisa Murkowski and Susan Collins have expressed concern over these provisions, making their support uncertain
  • Internal GOP Divisions:  While the House GOP largely rallied behind the bill, Senate Republicans are more divided. Some want to eliminate the carried interest loophole, while others demand more aggressive deficit reduction or oppose specific tax breaks.
  • Senate Will Draft Its Own Version:  Senators have indicated they will not simply adopt the House version. Instead, they plan to write their own version of the bill, which could lead to significant revisions and a lengthy reconciliation process
  • Political Calculations:  Perhaps most importantly, with the 2026 midterms on the horizon, some senators are wary of backing a bill that could be unpopular with key voter blocks, especially those affected by social program cuts.

The bill would make those tax rates permanent, increasing the deficit by trillions of dollars over the next 10 years.

Most Controversial Aspects:
  • Medicaid cuts that could lead to millions losing coverage.  Estimates range from seven to 17 million people losing their health coverage.
  • Mass deportation funding, seen as extreme by critics.  The polarizing immigrarton measures outlined in the bill are certain to promote legal and humanitarian challenges.
  • Deficit increase, alarming fiscal conservatives and economists while also negating the goal of actually reducing the deficit.
  • Cuts to social safety nets are guaranteed to disproportionately affect vulnerable populations.

Ken Martin, current Chair of the DNC, makes a comprehensive and articulate response for his party regarding the Trump Tax Bill on MSNBC:

Opinion:  It is this writer’s opinion that the “One Big Beautiful Bill Act” is immoral, unethical, and borders on illegal.  Even the most left-leaning Democrats understand there’s plenty of room to streamline the government; but the Project 2025 and DOGE chainsaw approach of dismantling, cutting, and curtailing entire programs, government departments, and wholesale firing of government employees while walking back safety concerns, environmental protections and leaving our most vulnerable populations out in the cold so that millionaires and billionaires can enjoy even greater tax breaks – is un-American, unprofessional, reprehensible, and just wrong.
