(In July, the Trump Administration announced plans to relocate the FBI HQ to the Ronald Reagan Building in Washington, D.C. – gutting previously approved plans to build a new headquarters in Greenbelt, MD)

On November 6, Maryland Attorney General Anthony G. Brown and Prince George’s County filed a lawsuit accusing the Trump administration of illegally abandoning plans for a new FBI headquarters in Greenbelt, Maryland, while also diverting more than $1 billion in federal funds to Washington, D.C.

The suit challenges the administration’s July decision to relocate the project from the congressionally approved Greenbelt site to the Ronald Reagan Building — a 30-year-old downtown facility that Congress never authorized for consideration.

“Maryland earned this project through a fair, transparent, and decade-long process,” said Attorney General Brown. “The Trump administration wants to ignore the law and hand the FBI an outdated building that fails to meet its security or mission needs. We will not let them strip away what Prince George’s County rightfully won.”

Governor Wes Moore called the move “illegal and nonsensical,” saying, “The problem with the current FBI building is that it’s too old, too small, and too exposed. So what does the President do? He moves the FBI to another building that’s too old, too small, and too exposed.

Prince George’s County Executive Aisha Braveboy said the project is critical for regional economic growth: “This region has seen how federal agencies like NIH and the Pentagon transformed local economies. We earned the same opportunity here — and we’re fighting to keep it.”

After a 10-year review, the U.S. General Services Administration (GSA) selected Greenbelt in 2023 from three suburban sites — Greenbelt, Landover, and Springfield — as required by Congress. Lawmakers subsequently appropriated over $1.1 billion for the project, while Maryland pledged more than $300 million in infrastructure improvements.

Senator Angela Alsobrooks condemned the administration’s reversal: “Team Maryland will fight tooth and nail to ensure this Administration follows the law and protects the FBI’s mission and safety.”

Congressman Steny Hoyer called the relocation “a blatant defiance of Congress, the law, and the Constitution,” while Congressman Glenn Ivey added, “The Trump administration has steamrolled a bipartisan, twelve-year process. I stand squarely behind these legal challenges.”

The lawsuit seeks to block the Reagan Building selection, stop the redirection of federal funds, and compel the government to honor Congress’s directives.
