Baltimore man, 22, arrested and charged with murder of 19-year-old on Harman Avenue

(December 18, 2025) Yesterday, police in Baltimore announced the arrest of 22-year-old Devin Shadle of Baltimore in connection to a shooting murder that went down on December 10.
Background: On December 10 at approximately 5:15 p.m., Baltimore Police Department Officers responded to the 1900 block of Harman Avenue about a call of a reported shooting. When police arrived on the scene, they located an unidentified male suffering from a gunshot wound. The victim was pronounced deceased on scene.
The victim has since been identified as 19-year-old Davon Smallwood.
Also on December 10, homicide detectives assumed control of the investigation and within a few hours arrested Devin Shadle while he was in the 2500 block of Washington Boulevard. Officers transported him to the Central Booking Intake Facility, where he was charged with murder.
Tragically, this was not Shadle’s first run-in with the law – or even his first murder charge. Back in 2020 at the age of 17, he was arrested and charged with the murder of a Greenbelt man. That shooting occurred on November 7, 2020, in the 2400 block of Carroll Street.
Police heard gunshots coming from the 2400 block of Carroll Street at around 5:04 a.m. The officer responding found 26-year-old Sharif Stewart of Greenbelt sitting in the passenger side of a car with gunshot wounds to his body.

Police arrested Shadle a few hours after that shooting when a witness came forward to identify him. While still a minor, Shadle was changed with Stewart’s first-degree murder.
