Former Baltimore City teacher arrested in Harford County undercover child solicitation sting

(May 19, 2026)  A former Baltimore City Public School teacher who was also employed in the Baltimore School System as an administrator, was arrested after investigators say he engaged in sexually explicit online conversations with someone he believed was a 15-year-old boy during an undercover child exploitation investigation in Harford County.

The Harford County Sheriff’s Office announced earlier today that Dennis Jutras, 61, of Aberdeen, was taken into custody following a covert operation targeting the online solicitation of minors.

According to investigators, the case began May 7 when a sheriff’s office detective, posing online as a teenage boy, was contacted through a social media platform by a man later identified as Jutras.

Authorities say Jutras identified himself during the conversations as an educator with Baltimore City Public Schools. Detectives later determined he had spent years teaching at Baltimore Polytechnic Institute before later serving in an administrative role within the Baltimore City school system.

Investigators allege the conversations quickly became sexually explicit and included inappropriate sexual images sent to the undercover detective, who Jutras believed was 15 years old.

Detectives then arranged a meeting at a Harford County park, where Jutras arrived expecting to meet the teen. He was arrested at the scene without incident.

Jutras is currently being held without bail at the Harford County Detention Center.

The sheriff’s office said the investigation remains active and urged anyone who may have had contact with Jutras or who may have additional information to contact Detective Sergent with the Criminal Investigations Division at 410-836-5428.

Authorities also used the case to remind parents to speak with children about online safety and the dangers of meeting strangers encountered through social media or messaging apps.
