Arrest made in Harford County McDonald’s deadly shooting

On Tuesday, April 23, 2024, at 10:36 p.m., Harford County Sheriff’s Office Deputies responded to the 1300 block of Riverside Parkway in Belcamp for the report of a shooting. Upon arriving on the scene, deputies located 19-year-old Sebashton “Ashton” Charles Nocar of Bel Air inside the McDonald’s Belcamp restaurant suffering from a gunshot wound to the head.

Deputies immediately rendered aid to Nocar. But despite their life-saving efforts, Nocar succumbed to his injuries and was declared dead at the scene.

Detectives from the Harford County Sheriff’s Office Criminal Investigations Division, investigators from the Forensic Services, with assistance from the K9 and Drone Unit, and Patrol deputies developed information identifying Djbril Ramatoulay, 32, of Aberdeen, as the person responsible for shooting Nocar. On Wednesday, April 24, deputies obtained an arrest warrant for Ramatoulay charging him with crimes related to the death of Nocar.

Earlier that same morning, deputies from the Special Investigations Division, Criminal Investigations Division, Warrant Apprehension Unit, and Special Response Team took Ramatoulay into custody.

Police have not revealed a potential motive, but did say the suspect and victim were known to each other. ~ WMAR2 News

While an arrest has been made, Sheriff’s detectives are continuing their investigation. No further information is being released at this time.  Anyone with information about this crime, or who may have video of the incident is asked to contact Detective P. A Celebration of Ashton’s life will be held at Bel Air United Methodist Church 21 Linwood Ave. Bel Air, MD 21014 on Monday, April 29 from 10-11am, at which time the Services will begin at 11am.
