Police hunt evasive ‘Peeping Tom’ after repeat incidents target Towson University apartments

(April 30, 2026) Baltimore County police are intensifying their search for a brazen “Peeping Tom” — or possibly multiple suspects — accused of repeatedly targeting students at an off-campus Towson University apartment complex m- with new surveillance footage suggesting the activity may be escalating.
Authorities say suspicious men have been seen peering into windows and, in some cases, appear to be recording residents at the Donnybrook Apartments in Towson, Maryland. Despite increased patrols and a growing collection of video evidence, investigators have yet to identify those responsible.
The case has drawn widespread attention after Towson student Chloe White shared Ring camera footage capturing several incidents dating back to late 2025. In one of the latest encounters, a man previously recorded outside her window on April 18 allegedly returned just after midnight on April 28 wearing the same clothing, raising fears of stalking behavior.
“It’s indicating that it’s escalating,” White said, describing months of unsettling encounters that have left her and her roommate struggling to sleep and constantly monitoring security alerts.
Police confirmed they are reviewing multiple videos and working with university officials and community partners to identify suspects. Officers have increased their presence in the area, but acknowledge the challenge of tracking individuals who quickly flee before police arrive.
Residents say the incidents are not isolated. White and her roommate report at least seven encounters involving different individuals approaching their windows — sometimes despite closed blinds, curtains, and added security measures. Earlier reports included a masked individual allegedly filming through a gap in the curtains using a phone.
The situation has rattled the Towson University community, with students expressing concern over safety in off-campus housing. Some say the reports have made them reconsider living arrangements, while others are taking extra precautions.
Police are urging residents to remain vigilant, secure doors and windows, install cameras and lighting, and report suspicious activity immediately. Detectives say public assistance may be key, as images from surveillance footage continue to circulate in hopes someone will recognize the individuals involved.
As the investigation continues, those affected say they simply want peace of mind restored.
“I shouldn’t have to be scared in my own home,” White said.
