Maryland man arrested for posing as police officer after deputies spot suspicious ‘emergency lights’ on his vehicle

A routine patrol in Harford County quickly turned into a criminal investigation after deputies say they encountered a driver who wasn’t what he claimed to be.
According to the Harford County Sheriff’s Office, deputies in Joppatowne spotted a vehicle on April 30 displaying red and blue emergency lights—equipment typically reserved for law enforcement. When they stopped to question the driver, the man identified himself as a police officer and presented what appeared to be official credentials.
But something didn’t add up.
Deputies noticed inconsistencies during the encounter and launched a deeper investigation. Working with the Maryland State Police, authorities eventually confirmed the man was not a sworn law enforcement officer anywhere in Maryland.
Within a day, detectives moved quickly—securing search warrants and setting up surveillance. On May 1, law enforcement teams, including the Sheriff’s Office Crime Suppression Unit and Special Operations Division, located and arrested 56-year-old Robert Dicocco without incident.
A search tied to the case uncovered what investigators described as a cache of police-style items, including a fraudulent ID card, badges, and clothing resembling official law enforcement gear.

Dicocco now faces 10 charges related to impersonating a police officer. He was released from the Harford County Detention Center after posting a $10,000 unsecured bond.
The investigation is active and ongoing. Deputies are asking anyone who may have been stopped, approached, or otherwise contacted by Mr. Dicocco while he was claiming to be a law enforcement officer, or under similar circumstances, to contact Sergeant Majewski with the Special Operations Division at 443-567-7086.
