Former Florida school employee arrested on 20 child exploitation charges

A former elementary school employee in Marion County, Florida, woke up behind bars today and is facing 20 felony counts related to child sexual abuse material (CSAM), following an investigation that began with a national cyber tip.

Phillip Demon Duncan, 25, was arrested April 23, 2026, after detectives with the Marion County Sheriff’s Office Internet Crimes Against Children unit traced illicit online activity back to him through a report from the National Center for Missing and Exploited Children (NCMEC).

Authorities say the investigation began in December 2025 when NCMEC alerted detectives that a Google user had uploaded a file containing CSAM. Investigators later identified Duncan as the account holder and linked him to a residence in Silver Springs. A deeper review of digital records allegedly uncovered dozens of additional illegal files, along with content described as voyeuristic and non-consensual in nature.

Detectives secured an arrest warrant on April 17. Less than a week later, deputies located Duncan sitting inside a vehicle in the parking lot of a Waffle House in Ocala, where he was taken into custody without incident.

He was transported to the Marion County Jail, where he remains held without bond.

Investigators noted that Duncan previously worked as a paraprofessional at Oakcrest Elementary School in Ocala, raising concerns that there could be unidentified victims. Authorities are urging anyone with information related to Duncan or potential additional incidents to come forward.

The investigation remains ongoing.
